The chain has a 9 carat gold Victorian shield medal fob attached which is fully hallmarked for Birmingham 1898 makers mark R.

The chain measures 7mm in width and is 17 (431.80mm) overall length so in my opinion and neck size permitting it could. Be worn as a neckchain. Overall weight 61.6 grams.
